By playing the pirarte ship your game partner has an immediate disadvantage, but not with the use of Siward. Expansions which may be used in the prepatory round are Drill Ground, Ship Builder, Trade Post, Siward and White Raven Tavern (if you hope that the die is rolled to your advantage)

“Cards that would have a direct effect on the cards in your opponent’s hand or on his resources, points, or expansion cards may not be built or used in the preparatory round. However, you may immediately make use of benefits that result from your own expansions.”
When I read, these cards cannot be built (due to the first sentence) but I may benefit from my own expansions. Not 100% sure which I can play or not. From the example, I don’t understand why “Siward the Scout” is allowed while “Pirate Ship” isn’t.
