I think this is a very good point about Settlers of Catan!  I have always wondered how they built good roads in Catan with just wood and bricks. :-)  But when looking at it your way (which I think is one of the best ways to look at it) it makes sense that the settlers were not using just brick and wood, but other things too which were represented by the brick and wood!
